The numerical action method of Peebles (1989, 1990) is used here to study the effect of external masses on the internal dynamics of the Local Group (LG). The use of redshifts of outlying members of the LG and of nearby external groups as tests of the model of formation of the system is explored, and the character of the primeval mass fluctuation needed to produce the present galaxy distributions and motions within the gravitational instability picture is studied. It is argued that the numerical action method gives a useful measure of the primeval constrast. The numerical result for the LG is reasonably close to what would be expected from the observed fluctuations in galaxy counts on larger scales.
