The energetics of small solar active regions was investigated using for the analysis the photometric solar images taken from July 29 to September 6, 1984 with the San Fernando Observatory's 28-cm vacuum telescope, vacuum spectroheliograph, and dual 512 element Reticon linear diode arrays. Ten small newly formed regions were observed, whose entire sunspot evolution apparently occurred within the observed disk crossing. Seven of these showed a net energy excess of a few times 10 to the 33th ergs during this time. These results are discussed in connection with the 0.1 percent decline in solar irradiance observed by the SMM/ACRIM and Nimbus 7/ERB radiometers between 1980 and 1986.
