The velocity distribution of the solar wind during maximum and minimum solar activity is studied as a function of the heliographic latitude on the basis of the observed behavior of the angles of declination of cometary tail axes from the continued radius vector. The deviation of a tail axis from the radius vector is assumed to be caused by the plasma flow propagating radially from the sun. Regions of increased and decreased solar wind velocity during an 11-year cycle are identified.
