A method for determining the extragalactic background light is presented which utilizes the screening effect of a high-latitude dark nebula in such a way that the difference in surface brightness between the dark nebula and its surroundings is due only to the extragalactic background and starlight that is diffusely scattered by interstellar dust. This method is applied to photoelectric observations made in the area of the high-latitude dark nebula L 134. The results show that the value of the extragalactic background light at 4000 A is more than an order of magnitude higher than the integrated light of galaxies predicted for the conventional cosmological and galactic-evolution models. Several possible explanations for this unexpectedly high value are considered, including possible contamination by light from the galactic halo, erroneously low values for the local luminosity density and the mass density of the universe, and the formation of galaxies at a relatively late epoch corresponding to a redshift of 2 to 3.
