It is noted that the compact object at the center of the Galaxy is angularly broadened by interstellar scattering to 1.4 arcsec at 1 GHz, so that the thermal plasma between the galactic center and earth may be classed with other regions of anomalous scattering situated along the lines of sight to the Vela pulsar, Cyg X-3, and perhaps distant molecular masers. The response of an interferometer to an extended source viewed through a turbulent plasma is analyzed, and relations are obtained which allow the strong dependence of the visibility function of Sgr A on radio frequency to be interpreted. It is proposed that all interferometric observations of Sgr A are consistent with interstellar scattering which obeys the Bramley (1955) equation for the mean interferometer amplitude response to a plane wave scattered by a slab of turbulent plasma. The location of the slab and physical conditions in it are considered. It is concluded that the scattering occurs in the vicinity of the galactic center and that the dissipative processes operate on kilometer scale lengths.
