Nonlocal radiative coupling in moving stellar envelopes with velocity gradients is investigated in the case of planar axisymmetric motions. Differential and integral forms of a criterion for the existence of nonlocal radiative coupling are obtained. Some cases that satisfy the criterion are considered which involve disk accretion in close binaries, envelope expansion with constant radial velocity and conservation of angular momentum, and constant radial and tangential velocities in an envelope. A method is outlined for calculating line profiles in kinematic situations with nonlocal radiative coupling and axisymmetric motions.
