Results are presented for 22-GHz VLBI observations of 12 galactic water-vapor maser sources located in regions of star formation. The velocity resolution was 0.34 km/s, the minimum detectable line flux was about 10 Jy, and the sources observed included W3-IRS 5, W3(OH), Orion-KL, Sgr B2, W49 N, W51 N, W51 Main and South, NGC 7538-IRS 1, and NGC 7538 S. The structure and kinematics of each source are described on the basis of VLBI maps, the sizes of individual H2O features are examined, and the basic observational facts that must be incorporated into models of the H2O sources are summarized. Both a 'maximum maser gain' model and a 'planetary' model are considered along with an alternative that does not postulate an internal stellar heat source. It is concluded that each center of H2O activity must have its own source of energy, viz., a massive star.
