It is proposed that the interstellar 2200 Å feature is caused by charge transfer between H and Fe+, Si+, Mg+. Apart from a much weaker feature near 1600 Å due to Al+, Na+, and Ca+, no other detectable features are expected to occur. The charge transfer reaction must take place on the surface of grains. It is suggested that the broad diffuse features seen in the visible might be caused by charge transfer between simple molecules and common atoms. In particular 4430 Å may be caused by charge transfer between CH and Fe+.
