The authors compute the contribution to the 2 - 10 keV X-ray background due to quasars and active galaxies, assuming that the X-ray luminosity of an individual quasar changes as dL/dt = ALα. The continuity equation is applied to the quasar population, constrained by the average volume emissivity of the diffuse X-ray background and by current epoch observations of the luminosity function. It is found that quasars produce too much X-ray background radiation unless α > 1.2.
