In the plasma torus of the satellite Io, Voyager 1 recorded electric-field oscillations above the lower hybrid resonance frequency but below the electron cyclotron frequency. These are attributable to the generation of suprathermal electrons through the loss-cone instability of plasma containing a small admixture of hot ionized atoms from Io's atmosphere. The spectral energy density of the oscillations and the velocity distribution of the suprathermal electrons are calculated.
