The authors have examined a set of H I clouds which have been found to be moving with anomalous velocities and find that the peculiar velocities associated with the Galaxy's spiral arms can explain their motions. Specifically, the authors' Ballistic Particle Model, which describes the motions of giant molecular clouds (GMCs) born in the spiral arms, produces GMCs having velocities similar to observed values in regions of the Galaxy where the anomalous H I clouds are found. In this explanation, the anomalous H I clouds are actually the residual H I in giant molecular clouds. It is shown that the expected molecular emission lines are found.
