The effect of velocity dispersion on the growth of perturbations leading to the collapse of a homogeneous dust sphere to a spheroid is investigated analytically, considering nonstationary models with equal total energy but varying random-motion energy. It is found that all nonstationary models are unstable to radial perturbations, and that models with random-motion/total energy ratios less than 0.62 at the time of maximum expansion velocity are unstable to quadrupole perturbations as well. The significance of these models for the theory of galaxy and galactic-cluster formation in the early universe is indicated.
