The existence of a swarm of particles in the vicinity of the Phobos orbit is proven. The swarm's size and density are determined. The latter was found to be greater than that of the interplanetary medium by an order of 5 to 6. The mechanism of the generation of a dust torus is discussed. The bombardment of Phobos by meteorites causes matter having a mass considerably greater than that of projectiles to be ejected into space. The meteoroids dissipating within the torus are gradually bailed out by Phobos. The ejection-bailout balance results in an equilibrium state in less than 100 years.
