As a unified model for H I absorption systems of quasars such as the Lyman α forest, Lyman limit systems and damped Lyman α line systems, the author examines the evolution of intergalactic clouds confined by the gravity of cold dark matter, the so called minihalos. For reproducing three independent observed results, the H I column density distribution, the number density evolution and the continuum depression of high redshift quasars, the minihalos have to expand due to the increase of diffuse UV flux with decreasing redshift. From this result, the author discusses the cosmological implications of absorption systems of quasars in relation to galaxy formation.
