An empirical dependence of the broadening of pulsar pulses due to interstellar scattering (tau) on the emission measure of the galactic background (EM) is obtained. For diffuse gas outside the arms of the Galaxy and of HII regions, tau varies as EM squared, while for gas in the arms and in HII regions, tau varies as EM cubed. We suggest that the turbulence parameters in the rarified gas outside the spiral arms and HII regions change little with direction and distance in the Galaxy; therefore the dependence of tau on EM squared leads to the dependence of tau on z squared, where z is the extent of the medium from the observer to the pulsar. For the ionized gas in the arms and HII regions, the turbulence parameters depend strongly on the electron density in the gas and little on distance. The relationship tau(EM) may be used to search for mechanisms for the generation of turbulence in the ionized gas, to study its parameters and distribution in the Galaxy, and also to estimate the distances to pulsars.
