We define a complete sample of z ~ 1 3CR radio galaxies and quasars selected to identical extended radio flux-density limits and propose to obtain deep WF camera imaging in order to determine and compare luminosities and morphologies. These observations will be complemented and enhanced by a ground-based optical and IR program, currently in progress, to study (1.) a larger complete z ~ 1 sample of 3CR galaxies and quasars, of which the proposed HST sample is a subset; (2.) a sample of quasars with a similar redshift distribution but lower radio power; and (3.) a sample of z ~ 0.3 quasars matched in radio power to this second z ~ 1 sample. The HST observations will give us new and important insights into both the nature of the optical-radio alignment effect seen in high-redshift radio galaxies and the viability of unified models for radio galaxies and quasars. Together with the ground-based observations, they will also allow us to explore the dependence of quasar host galaxy luminosity and morphology on epoch and radio power.
