The methodology of determination of the power spectrum of primordial inhomogeneity in the universe and the simultaneous removal of the Galactic foreground emission from the COBE-DMR sky maps is discussed. Results of the analysis and their implications are presented for specific realizations of the primordial perturbation power spectrum including flat, dark matter (cold and mixed) or cosmological constant dominated models, and open universe models. The National Aeronautics and Space Administration/Goddard Space Flight Center (NASA/GSFC) is responsible for the design, development, and operation of the Cosmic Background Explorer (COBE). Scientific guidance is provided by the COBE Science Working Group.
