We considered the effect of negative density perturbation in the initial perturbation spectrum on the local density of galaxy-sized peaks, and the effect of nonlinear growth of boundary shells in the evolution of voids. We found these will not explain the formation of the voids. But when we note the key importance of galaxy interaction in the formation of galaxies and take the existence of galaxies and clusters of galaxies as necessary conditions, then we can explain the formation of voids of 30-60 Mpc in terms of modulation of local density of galaxy clusters and groups by negative density perturbation. For the formation of still larger voids, we need modifications of the standard cold dark matter model.
