The existence of a specific Kelvin-Helmholtz instability regime realized near its excitation threshold is presented as an explanation for the formation of wave structure in a cometary plasma tail. This instability regime does not provide for the excitation of a wideband spectrum of hydromagnetic waves. Instead, the regime involves the excitation of a single wave mode. The parameters of this single wave mode are in good agreement with observed values.
