A model for the 1.35 cm maser emission of Comet Bradfield that would satisfy all the observed properties of the line for a normal water molecule production rate of roughly 10 to the 28th up to 10 to the 29th molecules/sr/sec is presented. Water vaporization rate calculations are presented which show that the production rate is satisfied if the amplifying layer is situated no farther than a few tens of kilometers from the nucleus. A natural interpretation of the observed 'blueshift' of the line is given in terms of either of two models of the maser source, and a value for the expansion velocity of the lower layers of the comet atmosphere of 0.8 km/sec is obtained from the line amplitude. Pumping by solar infrared radiation emitted in two bands of H2O is discussed as a plausible pump mechanism.
