The reason the geometry of the 1985-86 event will be the least favorable of all recorded apparitions is given. Information is presented on the best times of observation from Canada. The goals of the astronomy, photometry, and spectroscopy networks of the International Halley Watch are summarized. It is noted that even though they are extremely difficult, radio observations might provide a means of determining the constituents of the gaseous material as it sublimates from the nucleus and before it is dissociated or ionized. Infrared observations will be vital in determining the properties of cometary dust particles and may even provide direct evidence for the presence of frost and ices. The goals of the three intercept missions - Giotto, Venera-Halley, and Plant A - are briefly summarized.
