Giant molecular clouds are supported against collapse by turbulent motions that dissipate very rapidly. Yet, clouds form stars slowly and are disrupted by HII regions before a significant mass becomes stellar. We show that these HII regions, not protostellar outflows, are the dominant source of momentum for cloud turbulence. A balance between turbulent dissipation and regeneration implies cloud lifetimes that, within uncertainties, are compatible with observations.
