One of the problems in interpreting observed nebular spectra is the dereddening of observed line strengths. Usually this is done by using the Balmer lines in the optical spectrum to provide the reddening correction. The present study has the purpose to discuss the scattering of Balmer lines by both internal dust and in external clouds, taking into account investigations conducted by Mathis (1970, 1972). Numerical treatment of scattering by internal dust is used to show that modest differences in grain albedos have important effects on the emergent fluxes. For most real nebulae, the geometry of the gas and dust is unknown. The effects of dark clouds covering all or some of the nebula is also discussed. The obtained results are applied to real nebulae. Some comments are provided regarding the constraints which the results place on dust in general, both in and outside of H II regions.
