The Parker instability of the galactic gas layer with a horizontal magnetic field is re-analysed relaxing the assumption of isotropic cosmic ray pressure. Using the Chew-Goldberger-Low approximation for the stress tensor it is shown that the anisotropic cosmic ray pressure stabilizes the gas layer, in contrast to the effect of an isotropic pressure. In view of certain difficulties in justifying the use of an isotropic pressure, the applicability of the Parker instability to the Galactic gas layer is therefore called into question.
