A summary of continuous observations of cosmic rays on the Meteor and IMP satellites is presented. Radiation characteristics of solar proton events are compared for solar cycles 20, 21, and 22. Quantitative variations of cosmic-ray characteristics are identified according to cycles, and their features in the 22nd cycle are examined. The general conclusion is that the characteristics of proton events are related to solar activity features in the current cycle.
