On May 22 and 24, 1984, the Subcommittee held oversight hearings to review the cost, schedule, and performance of the Space Telescope program. These hearings coincided with a particularly crucial time in the Space Telescope program. The manufacturing phase was drawing to a close and the assembly and integration phase was scheduled to begin in November 1984. Any problems found at this time could severely impact the remaining schedule and diminish the science return. It was also a crucial time because the true scope of the requirements for maintenance and refurbishment was just beginning to be considered. Finally, after two years of start-up operation, the role of the Space Telescope Science Institute was taking final form, and the Subcommittee wanted to compare its present status with that originally envisioned.
