The large scale distribution of molecular clouds as a function of galactic radius and azimuth, especially the cloud ring at 5 to 7 kpc radius is discussed. Emission region size, mass, and density are considered. The CO spiral structure is reviewed. A scenario with clouds forming at a constant rate, independent of the spiral arms is suggested. Once the cloud material is accumulated, stars of low mass form continuously. However, the spiral arms must mark the formation of more massive stars with greater potential to destroy and disrupt the clouds. The interarm regions might therefore contain a great number of molecular clouds, each of which is a fragment of the great complexes delineating the arms.
