The steady-state population of free electrons in free space is calculated theoretically in the framework of the cubic-lattice model of free space of Aspden and Eagles (1972, 1975). It is estimated that there are 1.760 excited-electron cells in each cubic m of free space, corresponding to 10 to the -27th kg/cu m and implying the existence of about 1760 electron-positron pairs/cu m and a Thomson-scattering cross section of 3.7 x 10 to the -26th sq m/cu for free space. A number of cosmological consequences of these hypotheses are considered.
