Mass loss in the Be star 66 Oph during the first six months of 1985, when the star temporarily lost its wind, is discussed. Both IUE and ground-based CCD observations of Hα have been utilized in this study. Observations of Be stars during such periods of "quiescence" are especially valuable for gaining insight into the mechanisms responsible for the loss of material to the circumstellar envelope. IUE observations obtained just before the wind faded during the hiatus in mass loss, and in the period of reestablishment are described in some detail. The wind faded in less than three weeks, but reestablished itself within two months. Comparison between the wind-loss episode of 1985 and similar ones in 1982 and 1987 imply that the behavior is typical for the star. A scenario for the activity is suggested.
