It is shown that the rate of excitation of electron states of N2 and O by photoelectrons can be calculated without determining stationary photoelectron fluxes. The excitation rate constant is proportional to the ion-production rate. Calculations are carried out for seven electron states of N2 and six electron states of O, which are sources of the principal emissions of the upper atmosphere. The results obtained make it possible to relate the emission intensity to ion-production processes, the composition of the neutral atmosphere, and solar short-wavelength radiation.
