This paper surveys the question of the cosmological neutrino background and the evidence for and against it. It is suggested that more conclusive evidence for an upper limit on the chemical potential of muon neutrinos might be available from a study of the charge-asymmetry magnitude of the decay of a neutral kaon into a pion, a muon, and a neutrino.
