Semi-annual variations in solar cosmic ray propagation with variation of the heliolatitude of the earth were investigated. A list of proton flares (Levitskii, 1970) was used to calculate the ratio of the proton flux to the energy of solar radio bursts, which is proportional to the probability of the arrival of solar rays at the earth. It was found that few solar protons penetrate an avoidance zone within plus or minus 2 deg of the solar equatorial plane. A similar avoidance zone effect was found in the influence of solar flares on the decametric radio-burst activity of Jupiter. These results indicate that the solar equatorial wind has a significant meridional structure near the sun. An annular region of quasi-stationary plasma with an increased magnetic field intensity may be assumed in the equatorial plane.
