The implications that Hall's (1980) model for the origin of the scattering irregularities has for the variation of the radio pulse decorrelation bandwidth (delta nu) with dispersion measure (DM) are investigated. It is shown that it is unlikely that the anomalously low values of delta nu at large DM are due solely to the scattering at large distances being much greater than it is locally. The variation of scattering strength with distance from the galactic plane is also discussed, as well as the effect of nonuniformity of the distribution of electrons in the Galaxy. It is proposed that the lines-of-sight to the pulsars in the (delta nu)-DM diagram that have large dispersion measures pass through regions where the electron density is anomalously low.
