It is shown that both VLA and VLBI observations of the gravitational lens effect exhibit a quasar VLBI core image flux ratio of about 0.75, consistent with optical flux ratios determined from core emission lines and markedly different from the flux ratio of the VLBI jet images. The radio and optical values are combined to obtain a more precise determination of the core brightness ratio: 0.747 +/- 0.015. It is proposed that the difference between the core and jet brightness ratios is due to a strong variation in the B image magnification over the VLBI microstructure. Model calculations show that the observed trend of the flux ratio with wavelength and angular resolution is to be expected. Previous magnification constraints based on the VLBI microstructure of the images reflect images of the variable magnification over the microstructure. A new set of constraints based on the flux ratios of the core and jet and the positional offsets of the jet components from the core is proposed.
