The processes which determine energy release in the turbulent current sheet of a flare include 'superheating' of the sheet during anomalous dissipation of the magnetic field and cooling of the sheet plasma by a collisionless electron 'replacement wave'. The parameters of the preflare plasma in the region of the sheet required for the start and maintenance of flare field dissipation are defined; the most important parameter requires a sufficiently strong field in the plasma at the point of flare energy release and a lower density plasma. It is concluded that the different phases in the development of solar flares can be attributed to the observed height distributions of density and magnetic field in the solar atmosphere.
