The equation of transfer for polarized radiation is solved rigorously in the first order with respect to anisotropy for the case of a homogeneous but anisotropic universe with flat comoving space. The percentage polarization of the cosmic background radiation is found to be extremely sensitive to the recombination dynamics and to the epoch of secondary heating. If the primordial radiation were discovered to exhibit quadrupole anisotropy, then by measuring its percentage polarization one could place severe constraints on the conditions of secondary ionization.
