Analysis of the observations of three Naval Observatory photographic zenith tubes shows that the design of the building housing the instruments can have an adverse effect on the nightly precision of the observations of astronomical latitude. It would appear that the precision might be improved significantly if a more adequate means of assuring complete ventilation were incorporated in the building design.
