The excitation of electrostatic turbulence in an inhomogeneous plasma is
calculated analytically from the Cosmos-900 measurements of charged
particle fluxes (electrons and ions with energies of 0.1-20 keV). The
results suggest the presence of a large-scale component in the structure
of electrostatic turbulence.
