The paper presents an analysis of the spatial-temporal behavior of stochastically distributed irregularities after the 'switching-on' of an intense electric field, making the electrons drift with a velocity that is several times greater than the sound velocity. This work has two main objectives: (1) to cast doubt on the data which suggest a low value of density fluctuations, and (2) to determine the velocity of strong irregularities. The considerations presented here do not contradict rocket and radar measurements of ionospheric irregularities.
