It is argued that formation of superlarge-scale structure (SLSS) of the universe is mainly determined by the random spatial distribution of the velocity (or gravitational) potential. Results of semianalytical considerations make it possible to illustrate and to estimate this influence, and they suggest a possible quantitative description of SLSS formation. The potential distribution always introduces a characteristic scale which also shows up in the arising SLSS. This scale can be found by adequate methods of analysis of the observational data and simulated picture. It is argued that results of correlation analysis of observational catalogs could be distorted due to the peculiar location of the Galaxy. Interpretation of correlation analysis requires further special study. The correlation function of clusters of galaxies seems to provide a more adequate description of the spatial distribution of matter.
