The modification of general relativity at Planck scales is considered as an alternative to the conventional inflationary scenarios requiring massive scalar fields with very flat potential wells. In particular, attention is given to the hypothesis that at very high energies and, hence, around the Planck epoch in the early universe, gravity is described by an action quadratic in the curvature and asymptotically free in the coupling. It is shown that, within this framework, the flatness and horizon problems can be resolved without invoking inflation.
