The Dutch instrument package built into the IRAS telescope is described. The overall design is presented, including the low-resolution spectrometer, the chopper photometry channels, and the short-wavelength channel. The optics for each of these components is described, with the layouts being shown. The detectors are addressed, including the choice of material and doping. The electronics is discussed in general, and the separate components and functions are considered, including the preamplifiers, spike suppression, high-pass filter and baseline restoration, signal compression, multiplexing and digitization, status information, and housekeeping. The performance is briefly addressed, emphasizing noise features.
