In order to have a more reliable description of the final stage of evolution of a binary system, the authors 'reduce' the two-body problem in general relativity to an auxilliary one-body one. The effective description defines a particular re-summation of the original post-Newtonian expanded dynamics and should be able to specify some non-perturbative characterisics of the evolution of a binary system as the existence of the innermost stable circular orbit.
