The role of substorms in creating troughs is assessed. It is suggested that the ion-atom interchange reaction will be most effective during periods when the electric fields expand and increase rapidly and prior to the time the neutral air is set in motion by the ion drag. A trough created at such a time may be left as a 'fossil' or ionospheric signature of the region of fast convective flow as the electric fields diminish following the substorm. Such a trough created in dusk sector than may be left to corotate through the night sector until it is carried into daylight on the morningside. Supporting observations of F region electron density, electron and ion temperatures, and ion drift velocity over the latitude interval 40-70 deg made by incoherent radar scatter at Millstone Hill are described and discussed.
