It is shown that pulsars which have stopped the electron-positron pairs generation (the switched-off pulsars) can be the sources of X- and γ-ray emission. The magneto-dipole radiation of these rotating neutron stars is transformed within the "light radius" region into a hard emission on a plasma emerged due to the interstellar hydrogen ionization.
