The Nonsymmetric Gravitation Theory is treated as a geometric theory of a spacetime manifold with torsion. The field equations and matter response equations of the theory are derived from variational principles. The theory is appraised and classified using theoretical criteria. The possibility of equivalence principle violations in the theory is discussed. A quantitative calculation of the equivalence of inertial and gravitational mass in the weak field, low velocity approximation is performed in which matter is treated as a self-gravitating fluid. No violation of this equivalence is found at the order of accuracy of the calculation. The equations of motion of masses are derived in this approximation and Hamiltonian and Lagrangian formulations are constructed which also produce these equations. The theory predicts a new force which couples to a conserved charge. Particular models for this charge are constructed as linear combinations of baryon and lepton number charge. Recent experimental data show no evidence for these models. In particular, it is shown that these models cannot fit simultaneously the anomalous periastron observations of the binary system DI Herculis and the null result of a recent measurement of the difference in the free fall acceleration rate of two different materials.
