To provide a testbed of the Hubble Space Telescope Archive, a project to put the data corresponding to the images of the low resolution spectra of the IUE in an optical disk archive, where they could be easily accessed by astronomers was initiated. Optical disk storage was selected, and conversion of data from the NASA-SPEC format to the FITS-like optical disk format started. Criteria followed, the formats and procedure used, and the plan to allow data access and retrieval are outlined.
