Over the past 20 years modifications of Newtonian dynamics and the gravitational force have been quite successful in elucidating astronamical aspects of galactic motions. In this paper a modification at the nuclear scale is suggested which removes the infinity at r = 0 and implies that stars may never be as compact as the current black hole hypothesis imagines. When this modification is applied to the electric force, quite remarkable implications arise which are of current theoretical and experimental interest.
