The authors identify and discuss the random process and the associated equation which govern the statisics underlying the formation of cosmic structures. The equation is one of modified diffusion. The process is a combination of Gaussian noise (describing direct collapses from Gaussian initial conditions) and of random branching (describing aggregations). The known phenomenological mass functions - the PS formula, and the solutions of the Smoluchowski equation - correspond to the former or to the latter component, respectively. The combined process and the equation coefficients are related to the non-linear dynamics of the cosmic fluid under gravity.
