We report results from a detailed analysis of the prompt HETE (WXM/FREGATE) and afterglow Chandra and Magellan observations of XRF030723. The characteristic energy Epeak ( ˜ 10 keV) for this burst places it as an important ``bridge" object between few keV XRFs like XRF020903 and X-ray Rich and classical GRBs. We find that the burst satisfies the Amati et al. (2002) relation, as did XRF020903, extending that relation from GRBs to XRFs. Indeed, the properties of the burst and afterglow appear to be similar in many aspects to those for classical GRBs, as we discuss. Finally, we discuss constraints on the XRF jet determined from the high energy (HETE+Chandra) observations.
